To facilitate the study of information theory and applied technology, the National Central Library applied to the Executive Yuan in 1984 to ratify the establishment of an information library at the Taipei Science and Technology Building. The Library was opened to the public in September 1988.

The Information and Computing Library (ICL) is a special research library. Its purpose is to answer the needs to pursue further studies and research on information science. The basis for research are the National Central Library information and computer science and technology collections, the computer and information industries and other related information materials. The ICL is responsible for collecting and expanding the contents and variety of these materials in order to offer quality information services to the public.

ICL services are open to government organizations, research institutes, information educational institutions, information industries, and the public.
